The National Quality Agreement 2019

Agreement

The National Quality Agreement of 2011 is so far the only Quality Agreement in the Swiss healthcare sector which to which all major stakeholders have signed up. It was negotiated by the service providers’ and health insurers’ associations and the Swiss Conference of Cantonal Health Directors. All hospitals and clinics and every insurer and canton subsequently decided to sign the agreement. It regulates all the important aspects of standardised national quality reviews in the inpatient sector, including the tasks, rights, obligations, implementation and funding.
Following the revision of Article 58 of the Health Insurance Act (KVG) in June 2019, the National Quality Agreement will be enshrined in law from 2021.

Review plan

The ANQ review plan specifies the quality indicators to be used in connection with the National Quality Agreement. Since 2019, it has no longer been mandatory for institutions to review pressure ulcers in children or potentially avoidable readmissions. The latter is for methodological reasons. Hospitals and clinics may voluntarily continue to collect data on pressure ulcers in children.
