Reviews by hospitals and clinics
The insurance providers and cantons that have signed up to the National Quality Agreement are obligated to incorporate ANQ reviews in their performance mandate and also to finance the start phase of a review. This means that hospitals and clinics receive a separate tax subsidy for each discharged inpatient during the first two review years.
At the end of 2019, there were no longer any ANQ reviews in the start phase. Additional funding for the “Psychiatric Patient Satisfaction” review expired on 30 June 2019. Over the two-year period, health insurers reimbursed psychiatric clinics to the tune of CHF 1.30 while the cantons provided CHF 1.60 per discharge.
ANQ services
Using the annual contributions made by hospitals and clinics, ANQ funds all services associated with the reviews. This includes review organisation, data evaluation and the reporting and publication of results.
2019 contributions
Contributions are calculated on the basis of the number of case contributions defined in the Quality Agreement and inpatient admissions as recorded in the Swiss Federal Statistics Office’s hospital statistics for the previous year (2017). In 2019, these amounted to (per patient, excluding VAT):

ANQ association structure
ANQ members bear the costs of the administrative office, committees and member administration in accordance with the articles of association. The cost of membership fees is determined by the General Assembly.
