ANQ published the review results for the year 2018 at the end of June. The results showed that the rehabilitation clinics were able to clearly improve the independence, performance and quality of life of their patients during their time spent in rehabilitation.

With a view towards publication of the results, the reporting system was revised and the evaluation and publication concept updated. In addition to the abbreviated National Comparison Reports, a new cross-sectoral methodology report was also generated. For the first time, an overview of all aspects subject to comparison was provided in one single short report.
A new review plan for rehabilitation will apply from 2021. To enable the clinics to prepare for the adjustments in good time, ANQ made the corresponding handbooks, assessment criteria and data formats available in May. The biggest changes will be in clinics that provide psychosomatic rehabilitation. Together with the Association of Psychosomatic Chief Physicians of the Swiss Academy for Psychosomatic and Psychosocial Medicine (VPC/SAPPM), ANQ organised an online exchange of information between these clinics. This took place in September.
With effect from 1 January 2021, the Swiss Federal Statistical Office (BFS) integrated the Activity of Daily Life score (ADL score), which was developed on behalf of ANQ, in the CHOP code. The CHOP nomenclature is used to classify medical interventions carried out in Switzerland. ANQ uploaded the reference documents for coders to the web portal back in July. The ADL score was developed and validated by Charité University Hospital in Berlin on behalf of ANQ. The score is a transfer algorithm derived from the FIM® and EBI assessment tools.
In autumn, ANQ conducted a survey of collected standardised patient data. The feedback from the institutions will serve as the basis for a review of the use of corresponding quality indicators to assess functionality.
Training courses
There was a major emphasis on training concepts for rehabilitation professionals in the year under review. In the summer, ANQ decided to take over the administration of the training courses from 2021 onwards and ended its former collaboration with educational organisations. This single source concept should facilitate the implementation of more efficient processes and future improvements. By the second half of the year, the preparatory work for assumption of the organisation of training in all three regions was in full swing.
Owing to the COVID-19 pandemic, only five training sessions took place in 2020. There was also less demand for in-house training courses. Various in-hospital training sessions are planned for 2021 and physical training courses will also be supplemented by an online format.
Quality Committee (QC)
QC Rehabilitation
The QC met four times. Two meetings took place online and one had to be cancelled due to the lockdown. The main focus was on reporting on the review results, approval of the National Comparison Reports and the additional evaluations for the year 2019. The QC also addressed the 2021 review plan, future developments and the creation of a quality model. The effects of the COVID-19 pandemic on the reviews and rehabilitation clinics were repeatedly considered.
Dr. med. Jan Vontobel of Hochgebirgsklinik Davos joined the QC at the start of the year as the representative for cardiac rehabilitation. He succeeded Dr. med. Ruth Fleisch of Klinik Schloss Mammern. In September, Dr. med. Christian Sturzenegger of Bellikon rehabilitation clinic joined the committee as the successor to PD. Dr. med. Stephan Bachmann of Kliniken Valens. Gavin Brupbacher of Oberwaid AG has been representing psychosomatic rehabilitation on the QC since November. His predecessor was Dr. med. Isabelle Rittmeyer.
Expert groups (EG)
EG FIM® Standards
The EG exchanged information via email on FIM® recording for COVID-19 sufferers and other current issues. The EG was dissolved at the end of 2020. Most of the experts will be acting as FIM® representatives in the newly founded “Training” EG from 2021 onwards.
EG EBI Standards
No meetings took place during the year under review. The EG was on stand-by and dealt with any issues arising via email. These issues included EBI surveys in connection with COVID-19.
