The ANQ National Quality Agreement 2021
Agreement
The ANQ National Quality Agreement of March 9th 2011 is the first and so far only agreement in the Swiss healthcare sector to which all major stakeholders have signed up. It was jointly negotiated by H+ Swiss Hospitals, santésuisse, MTK and the Conference of Cantonal Health Directors (GDK) together with ANQ. Since then, all hospitals, clinics, insurers and cantons and the Principality of Liechtenstein have endorsed the agreement. Due to closures and mergers, the number of hospitals and clinics that have joined is now slightly lower. The ANQ National Quality Agreement regulates the tasks, rights, obligations, implementation and financing of nationwide uniform quality reviews in inpatient care.
In 2021, the ANQ board and the delegates of the quality agreement partners specified as per Art. 58a KVG the new responsibilities of ANQ in the area of quality development. To secure financing for the additional ANQ services, the board drew up an appendix to the ANQ National Quality Agreement entitled “Quality development – review and improve”. The appendix was adopted for submission to the contracting parties in January 2022, and approved by the contracting parties at the end of March 2022.

Review plan
The ANQ review plan specifies the quality indicators to be used in connection with the ANQ National Quality Agreement. In the reporting year, an adaptation of the review plan came into effect for rehabilitation and the national implant registry SIRIS Spine was implemented.
